Chief George McCLay

George McClay is a thirty year law enforcement veteran. He started his career with the Philadelphia Police Department where he earned the rank of Lieutenant. Chief McClay’s last assignment with the Philadelphia Police Department was at Northwest Detectives where he commanded the Special Investigation Unit.

During his career he has received numerous awards and commendations including the prestigious awards for bravery and heroism. Chief McClay was also named officer of the year by WWDB Radio and the Citizens of Philadelphia for outstanding heroism.

The Chief holds a Masters of Science degree in Criminal Justice from West Chester University. He also has a Bachelor of Science degree from West Chester University. He is also a graduate of Northwestern University School of Staff and Command as well as the Pennsylvania State University Police Executive Management Program.

Since joining the Morrisville Police Department Chief McClay’s progressive and innovative management style has placed him in the forefront of many new initiatives within his police department of well as county wide initiatives. He is committed to reducing crime, promoting community involvement and making the Morrisville Police Department into a first class department.

Chief McClay is involved in his community as a Scoutmaster, a School Board member and as a Soccer Referee.
He is trained and experienced in all areas of public safety as well as being a highly respected law enforcement officer.


CPL. Chris McIntyre

Chris McIntyre is a thirteen year (15) law enforcement veteran. Chris was born and raised in Morrisville where he resides with his wife, Erica, also a Morrisville Police Officer, and children. He graduated from Morrisville High School in 1989. Chris entered and graduated from Montgomery County Police Academy where he was the lieutenant of his class.

Chris became a Morrisville Police Officer in 2001 after he attended Bucks County Community College where he studied Criminal Justice. During his career he has attended numerous schools that include gang training, investigative training, narcotic enforcement as well as receiving his weigh master certificate.

In 2014, Chris was promoted to Corporal and attended Penn State University for leadership and supervision.

Chris actively serves the department as the President of the Morrisville Police Association

He strives to promote community policing through transparency and open lines of communication with our community.



CPL. Bill Smith

Badge 10

William Smith is a fourteen (14) year law enforcement veteran. He started his career at the Temple University Police Academy where he was recognized as the top graduate in his academy class and was a squad Sergeant. Prior to the police academy, Corporal Smith earned sixty college credits and was on the dean’s list.

During his career at the Morrisville Borough Police Department he has arrested suspects who committed crimes ranging from weapons possession, bank robbery, burglary, assault and homicide. Currently he is the police department’s accident re-constructionist and is a weigh master.

In addition to being a police officer, Corporal Smith has been a firefighter for nearly twenty five years. During that time he has received several chief’s awards for heroism and bravery after being part of engine and ladder company crews that rescued victims from structure fires. He has been recognized by the Senate of Pennsylvania and Commonwealth of Pennsylvania House of Representatives for exceptional service and dedication to the fire service.  Presently he holds the position of Lieutenant in the fire department.

He is committed to public safety and the prevention of traffic accidents through traffic enforcement.


CPL. Michael Pitcher

Corporal Michael Pitcher is an ten (10) year veteran of the Morrisville Borough Police Department.  Corporal Pitcher served as a patrol officer with Morrisville Police before being promoted to the rank of Corporal on June 16, 2014.  Corporal Pitcher was assigned the duties of overseeing criminal and narcotics investigations along with the task of a patrol supervisor.

Corporal Pitcher’s specialty is in narcotics enforcement and he has led numerous investigations throughout Bucks County and surrounding areas. His investigations have resulted in numerous arrests, which the offenders have been sentenced to long-term prison sentences from convictions that have yielded seizures of narcotics, firearms, currency and automobiles.  

Corporal Pitcher is a Bucks County Narcotics Officer, which allows him to conduct narcotics investigations throughout Bucks County. He has successfully conducted narcotics investigations with local police, PA State Police, NJ State Police, Bucks County District Attorney’s Office, Mercer County Prosecutor’s Office, Trenton Police, FBI, Philadelphia DEA, New Jersey DEA, and the United States Postal Inspection Service.

His attentiveness to detail and aggressive policing makes him a valuable officer to Morrisville Borough. Corporal Pitcher continuously strives to keep Morrisville Borough a safe community and serve the residents with the utmost respect.
